Is there any other option except Drag & Drop for moving vm from one resource pool to another resoucre pool?

you can use PowerCLI as well - http://www.vmware.com/support/developer/PowerCLI/PowerCLI41/html/Move-VM.html

Move-VM -VM VM -Destination ResourcePool

You could do a migrate, you can then select the resource pool you want to move it to.
