I have a vcenter (windows based)
version

C:\Program Files\VMware\vCenter Server\vpxd>vpxd.exe -v
VMware VirtualCenter 6.5.0 build-4944578

recently there is an power outage that took our vsphere and storage down.
However when trying to start the vcenter again, we found error as:
checking the service using cmd line:
3 service still unable to start..
error as :
step taken so far:
1. follow VMware Knowledge Base (KB 50112996)
2. follow VMware Knowledge Base (KB 50113197)
with no luck.
Please advice if you guys have experienced same issue.

Does C:\ProgramData\VMware\VMware VirtualCenter\Logs\vpxd.log contain anything of relevance?
Please stop all services command : service-control --stop --all
once all stop services please start: service-control --start --all
If services not come up please powered off vcenter for 5-10 mins and power on and check the services. If still issue persist need vpxd log to check.
What do the logs says? Please go inside C:\Program Data\VMware and look for the virgo logs (vSphere Web Client) and there you will see the error. Maybe what can happen also is that is not the service failing but a dependency of that service so start from there and if that does not work keep jumping between the different service logs.
Paste the output here.
If you are new to log reading, you can try to filter "ERROR - WARNING" so you dont have to go through endless lines...
