Regardless of the amount of resource (CPU/RAM etc) that the VM thinks it has when its booting up (IE what it has been configured for) you can customise exactly how much the host or resource group will actually grant it.
Take RAM for example. you have a VM with 4gb allocated, when it boots up it will do its POST etc and think it has 4gb ram. you can then throttle or guarentee this amount using Resource Allocation.
LIMIT: you are not having 4gb of RAM, im only going to let you have 1GB
UNLIMITED: you can have your 4GB as long as there is enough available on the host/resource pool
RESERVATION: Im going to reserve x amount of RAM just for, other VM's cant use it
works the same way for CPU
