Virtual Machine Management

We are using VCenter for our development, QA, and support departments to run test VMs.  They all have access to clone fresh virtual machines for product testing.  I'm trying to figure out a good way to manage the load of all the users efficiently without burning up all the resources on the ESXi host.  The areas I need to manage are who is currrently using the VM, what software is currently on the VM, ensuring VMs are powered off when not needed, and ensuring that obselete VMs are deleted from the datastore.  I was thinking some sort of check in check out system for VMs.  Does this exist?  I know that I can use the notes field on the VMs but I was hoping for something more robust.  Right now I have delete permission removed but I would like to be able to allow users to delete VMs they create.  Is this possible to automate?

The product VMware has to perform this type of management was Lab Manager
