Vcenter server reboot --- Can I just reboot it?

My SAN is working somehow, but I cannot access my vcenter server through.the vsphere client.  I get the error:  An unknown connection error occurred, (The request failed because of a connection failure.  I also cannot connect through veeam.  Everything else seems to be working correctly.  VCenter is a virtual machine in my SAN environment.  Can I simply restart the vcenter server?  Or do I have to shut everything else down before I do this?

Thanks in advance for the help.

Welcome to the Community,

the VMs running on the hosts do not depend on vCenter Server, and unless actions like migrations, backups or other things are going on which require vCenter Server you shouldn't have any issue with rebooting it.
