Vcenter no longer in link-mode after reboot

Hi,
I have 2 different machines which host different vcenter. Initially they are in linked-mode. however, due to power outrage, one of the machine is powered down. Upon power up this machine and run the vcenter vm, the link-mode is no longer established. What could be the problem?

I have seen this issue in the past, it seems like there is some kind of trust relation between both PSCs.
You might try to reboot both vCenters at the same time.
Pelase make sure you take note of the ESXi in which teh vCenter VMs reside prior to the reboot.
