I would first check to make sure that your "VMware VirtualCenter Management Webservices" service is started. Try checking that and let me know if it works.
I am sorry...You are correct.. This service is not started. i tried to do a manual restart for this service. but it failed. its current status is (automatic Delayed start). please kindly help me.
Automatic delayed start is usually good for this service because this service has a dependency with VMware Virtual Center service. Once the Vcenter service is started then this one should start. Will have to do a little more digging to see if I can find out why your service is not starting even afterwards.

I set the startup type to manual and started the service manually.it succeded. but still i cant install the VR appliance. same error occurs. please help me soon.this is an very urgent matter.what else i should check for?

I am not sure about this, however can you Ensure both “Managed IP Address” (typically missing) and “vCenter Server Name” are filled out , in vCenter server administrator and runtime information.
