VCenter not booting ISO for Windows Server 2019 Standard when setting up initial servers

I have just installed ESXi 7.0.2. I am trying to get the OS installed under a VM I made using the 7.0 U2 Virtual Machine. 

I go to edit the preferences of the server, I browse out to the CD/DVD Drive and I mount the ISO file I uploaded for Windows 2019 Std. 

I check the boxes there to connect at power on and I have to select the "Connect" check box next to Datastore ISO File everytime I go to boot the server VM. I am trying to get it to mount the ISO so I can install the OS. 

When I save, then I go to Boot the server, it comes up to a screen that says it can't find drives or CD ROM's    No Media....

What would cause this? Is it a bug? I can mount / open the ISO file from my computer without an issue. I have tried to use WINISO and another ISO tool but neither work.

I can't tell you the reason for what you see. Selecting "Connect at power on" usually works fine.

Anyway, if the ISO image (which I assume is bootable) isn't connected after the VM is powered on, then - with the VM still powered on - connect the CD-ROM/ISO, and press CTRL-ALT-INS to initiate a "warm" boot.

If this still doesn't help, press the "ESC" key while the VMware logo shows up after starting the VM, to enter the boot menu. Note, that you can set a boot delay (in milliseconds) in the VM's options if required.

I had to create new media. I found another ISO app. 
I used that and I was able to create healthy boot media.
