Before starting a backup, a backup server must be set up and configured such that the appliance has access to it.
The protocols supported for Center backup are FTPS, HTTPS, SCP, FTP, NFS, SMB, and HTTP.

I don't think you're doing anything wrong. I think the initial replies to my post were incorrect and SCP is in fact not supported in vSphere 7 as the more recent posts show.
