Using application to assign IP addresses to templates

I'd like to use the feature "Use an application configured on the Virtual Center Server" to assign static IP addresses to VMs when deploying from templates but can find no documentation anywhere on how this works.

Does anyone know how this works?

Just to save anyone else the hassle of looking for this, here is the response from VMWare:
