You need to help us with the setup details.

1. What is the exact build version for vCenter 6.0 ?

2. Do you have other vCenter in linked mode ?

3. Are there more than one PSC linked to this setup?

Check the replication status >> https://kb.vmware.com/s/article/2127057

What is current architecture  as you mentioned ELM is there.

1 PSC with 2 VC

PSC and VC installed on 1 VM and second VC installed on other VM , how you configured ELM.

2) Yes I have another vCenter in Linked Mode which is linked to the vCenter I must upgrade

3) Yes, the 2 vCenter which are linked by ELM are vCenter with PSC embeded

Check the replication status and share output >> https://kb.vmware.com/s/article/2127057

You have replication issues and that needs to be fixed.

On server 1:

Partner: *********
Host available: Yes
Status available: Yes
My last change number: 17350
Partner has seen my change number: 10346
Partner is 7004 changes behind.

On server 2 :

Partner: ******
Host available: Yes
Status available: No

The replication seems to be broken, did I need to remove and then create agreement between both PSC ? Is there a method to fix the replication ?

This is little bad. "Status available: No"

Mostly one of the vmdird has gone bad. Need to check vmdird logs to understand the issue and fix accordingly. Better to engage VMware Support

As already mentioned, I suggest you open a SR with GSS. Had issue with the replication and fixed with GSS help.
