Any ideas what this db_config.exe error mean? I can't find any more detailed log messages.

Did you just install Update Manager? If so, uninstall it and reinstall it again. It looks like a configuration error and in my experience with it, the best way to resolve issues within Update Manager is to uninstall and do a reinstall.
