Hii Folkes,
With HA Active, whenever a VM is getting shifted from one esx server to another esx server with DRS/DPM Services it's getting restarted and then getting shifted
While the same is getting transfered properlly, if HA is de-activated.
Please let me know what can be done on this issue.

Your problem is probably caused by HA VM monitoring of your cluster. You can try to set the monitoring sensivity to low.

"If the time taken to vmotion a vm from one esx server to another esx server is more than 6 mins.. then will that VM get restart ? "
because while VMotion a vm, i guess it won't be able to respond to the heartbeats; hence failing to respond to the heartbeats 3 consecutive time, would it restart?..
Normally during a vMotion a VM keeps working and responding to heartbeats. With the monitoring sensivity set to Low "HA will restart the VM if the heartbeat between the host and the VM has not been received within a 2 minute interval". If it is working now, I would not worry about vMotions taking more than two minutes.
"HA restarts the VM after each of the first 3 failures every 7 days" means that in a 7 days interval HA will only restart a specific VM three times.
