Unable to Download plugin's from Vcenter

I am unable to download the plug-ins from the vmware Vcenter server. Vic is showing some error messages. I have attached the screen shot.

Error message:

The following error occured while downloading the script plugin from https://vcenter.xxx.com:8443/cim-ui/scriptConfig.xml

In Windows I see these errors when the "VMware VirtualCenter Management Webservices" service (tomcat6.exe) isn't started. Changing the service properties to restart the service if it fails might help this situation. If you're running Linux then possibly a similar situation is happening but the process names will be different.
