We have currently VCSA 6.0 U2 with an external PSC. We would like to upgrade to VCSA 6.5 U1 or 2 with the same external PSC.
I have been unable to find or understand the procedures to update these TWO items. I keep finding VMware on a MS box with an
embedded PSC.

It is simple state forward process
1. Login to your PSC (if its Appliance) via putty
2. Attach target version ISO
3. run below command on "command>" prompt
software-packages install --iso --acceptEulas
Repeat same steps for VCSA.
This will work only for patch update not version update.
