Should i upgrade VCSA 6.7u 2a to 6.7 Update 3j (6.7.0.45000)??

knowing that all esxis are in version 6.7 u3 17098360

It should allow to upgrade from VCSA 6.7u2a to 6.7.U3j.

Remember, vCenter should always be higher version then vSphere ESXi.

For a vSAN environment it's mandatory to upgrade. For "default" environments it's basically optional, as long as it is a supported combination (see https://www.vmware.com/resources/compatibility/sim/interop_matrix.php#interop&2=3457,3222&1=3456).

However, keep in mind that in order to use the latest (new) features, you may need to update.
