Need some validation that I can install licenses.........

In vCenter 5.0 can I add ESX 5.0 hosts to the cluster with Enterprise licenses assigned to those hosts, then add ESX 4.0 U1 hosts just to the datacenter (not the Cluster) with just Standard licenses assigned to those hosts?

If I can will the Cluster still work in HA mode at the 5.0 function level?

Will the features of vCenter 5.0 and ESX 5.0 still fully function?

Yes you can add ESX 4.0 U1 hosts to vCenter 5.0 without issues (see http://partnerweb.vmware.com/comp_guide2/sim/interop_matrix.php) This will not cause any changes in the way vSphere 5.0 features work.

Even if you'd create a HA Cluster with the 4.0 hosts, they would be configured with the HA agent (FDM) of vSphere 5.
