Migrate vCenter to vCenter

I currently have 1 vcenter and would like to split into 2; 1 vcenter for production and 1 vcenter for test/dev. What is the easiest way to move my test/dev vms and hosts into the new virtual center? Is it possible to use vmotion or will I have to power of the vms?

Given:

Common storage

Six ESX 4.1update2 hosts. Will divide into 3 hosts for Production and 3 hosts for Test/Dev

If you create the same EVC baseline in your new vCenter Clusters, you shouldn't have a problem.

you can disconnect and the remove the hosts from one vCenter and "add host" to the next.  This will allow the Hosts and their guests to continue to run while you move them into their new vCenter instance.

Assuming you don't have any EVC Clusters, this can be done with no downtime.

Oh no! I do have evc clusters Smiley Sad

I have two evc clusters with the first vcenter. One for production and one for test/dev.

Why or what is the problem?
