We need to shutdown and move our SSO Server to another cluster.
Do we also need to shutdown the vCenter and Inventory service Server to accommodate this?

you can leave vCenter and Inventory server running...but when SSO server is down any VI functions that depends on authentication will fail so I will try to depict some:
- new users will not be able to login to vCenter server via Web client or vSphere client (logged-on users will stay unaffected)
- you will not be able to manage/add permissions and roles
- if you restart vCenter server during SSO downtime it will fail to start so you will lose the ability to manage your VI at all ...
but any other vCenter functionality that doesn't utilize SSO authentication and session management will continue to working.
At last there is no impact to your virtual machines ...:)
