Licences, storage api + clustering or HA

Hi,

I am quite new to Vmware and I don´t know which licences are required and which are over the top for our needs.

We currently got 2 ESXi hosts (Free ESXi).
We have like 5VMs running on each of them and we want to switch our backup solution(veeam) from within the guest OS to hypervisior level.

We also want to have some sort of clustering or failover so in case server 1 dies, the other can bring up the VMs of it.

What would be the best (and cheapest) option?

Where you have the API for backup and the HA (High Availability for restart the VM on the second host if an Esxi Host die)
