According to attach pic my vm has 8vcpu and show ready time for one vcpu is about 70ms although other vcpus are ok
Three questions :
1- Why it shows just one of my vcpu ready time is high is that normal ?
2-Is Avg about 43ms normal for this ?
3- How much ms is normal and how much is abnormal ?

that is the summation, it is I believe a 20 seconds interval, probably easier to look at the Percentage Ready Time. It gives a better idea of how much time the vCPU, or VM, is waiting to be scheduled.

in your case choose chart type "realtime", cpu summation "77" and number of vcpu "8"
as long as you are below 5 % its ok
Looking at your chart, you should not have to be worried about the CPU Ready time. Like others have said this is the summation, so you will have to divide the number by the interval you can see right there, which looks to be 20 seconds.
So the calculation will be 60/(20*1000)*100 = 0,30% (see https://kb.vmware.com/s/article/2002181)
The general concensus is that 2-3% CPU Ready might give some noticable issues, and above 5% it is probably giving issues.
