Currently our esx host is installed in the local storage, but we want to impolent the HA function using VM backup and VMware SDK?

Does anyone have such scripts or experence?

HA on what?

If hardware fails and you have only one host:

1) disk fails -> RAID saves you

2) nic fails -> you save if you have enough spare nics in the bond

3) other fails -> change hardware

I think you are talking about disaster recovery or do you mean HA over more than one ESX HOSTS?

yes, when one host is crashed, we want to start this VMs in this host in a backup host from the backup snapshot.

If you're using shared storage, you've only lost the running vm, so you don't need to resort to any snapshot copied.

Example Host A is running VM1, 2 & 3.

Host A fails and these VM's get powered off.

Host B (also in the HA cluster) powers up VM1, 2 & 3.

In the above situation, provided networking and shared storage is available it works without restoring anything from backups or snapshots.

Use a host based (ESX Server) solution.

Look at ESX replicator from vizioncore for instance.
