How to delegate full admin permission only to a folder within datacenter?

What I have:

Test DATACENTER

Folder1

-


Test Cluster1

--Resource Pool High

--Resource Pool Normal

--Resource Pool Low

Folder2

-


Test Cluster2

--Resource Pool High

--Resource Pool Normal

--Resource Pool Low

I want to delegate a user called "Folder2 Admin" to Folder2 and give him full admin permission. What I did is I added permission on the Folder2 level and gave Administrator permission to the a AD group which contained the user. But I still couldn't create VM or modify network settings of VMs on Folder2. I figured out it's because the user didn't have any permission to the data store of the datacenter and other objects.

My question is how I can achieve my goal without giving extra perssions to the user on the datacenter level.

Any information will be highly appreciated!

This folder in question, it was created in the Virtual Machines & Templates View? If not, create one there, add permissions and drag all VM's in question into that folder, that should work.
