Do you have enough resources for host failover?
With two hosts you shouldn't use more than 50% for each HOST.
Look at VMWare HA options and post them here please.
Did you set a rule but you didn't enable that?

I resolved the problem, I checked the license server, rebooted for good measure and checked and sync'd DNS on both host.
