Unfortunately, there is no way to change the default Restart Priority (it is hard coded to Medium), so you end up in changing it per VM.
It is the same with the Isolation Response setting. However, we developed a VI Perlkit script to change the Isolation response programmatically. This should also be possible with the Restart Priority.
