General licensing rules for 'agents'

Is there a general licensing rule for agents?

I have previously been informed that clients are 'free' (bundled).

Is that the same case with 'agents'?

I have these agents that I need to tag:

VMware Converter Enterprise Agent

VMware Converter Hosted Agent

VMware Update Manager Guest Agent

VMware vCenter Converter Standalone Agent

All assistance in this matter is highly appreciated.
