Thank you for your post on VMware Communities.
From the vCenter VAMI error:
Error in method invocation [Errno 2] No such file or directory: '/storage/core/software-update/tmp/latest/rpm-manifest.json'
Try the below steps to fix the issue:
Login to vCenter via an SSH session
Run the following command on vCenter:
/usr/bin/wget --server-response --tries 3 --waitretry 1 --connect-timeout 10 -P /storage/core/software-update/tmp/latest https://vapp-updates.vmware.com/vai-catalog/valm/vmw/8d167796-34d5-4899-be0a-6daade4005a3/7.0.1.0020...
Recheck for vCenter updates on VAMI page.
If you still see the same issue, reboot the VCSA.

This does appear to to have solved this error on my fresh VCSA 7.0.2 install.
FYI: The URL at the end of the suggested command is being truncated: you can right click and copy URL.
I get this error too when I login for the first time in VMware vCenter Server Management.
Try loading up vSphere Client first, and go to the Updates tab.
Then go back to VMware vCenter Server Management. The error will be gone.
I'm using vSphere Client version 7.0.2.00200.
