Error importing OVF Virtual Appliance

I try to create an OVF virtual appliance using the ovftool and the VmWare converter stand alone.

In both case when i tray to import the ovf file into my Virtual center i receive the folowing error:

"Unable to parse XML element Envelope"

If i try to import the same file with the VmWare converter it is working perfectly.

Can someoune explain me how to solve this problem, we would like to release a Virtual Appliance for our Product.

The generated OVF file is attached.
