DRS not working

New 5.5U1 installation

Permanent Enterprise Plus licenses - 2 CPU's per host - 3 hosts

Cluster created under the Data Center icon

DRS enabled

• set to Fully Automated,  Aggressive
• Enable individual virtual machine automation levels NOT checked

HA turned ON

• Host monitoring checked
• VM restart priority Medium
• Host isolation response - Leave powered on
• Admission Control NOT enabled
• VM & App monitoring sensitivity high
• Datastore Heartbreaking - Use datastores from the specified list and complement automatically if needed

Power Management - Off

Advanced Options - Not set

HA performs as expected

vMotion performs as expected, manually initiated

8 VM's on Host 1

1 VM   on Host 2

0 VM's on host 3

vSphere DRS reports Balanced

0 DRS recommendations

0 DRS faults

Attempting to manually initiate DRS does not move the VM's as expected

Stress testing VM's with a CPU generator does not initiate a vMotion

Can anyone suggest where to look to fix this DRS issue? Thanks

Note that there is bit change in DRS algorithm@5.5. As per me, still host with 8 VMs is not fully loaded & DRS thinks same host is good enough.
