We want to run DPM in combination with VMs which are assigned to one specific host. Normally DPM/DRS tries to evacuate the host before it is shut down. However, the assigned VM cannot be moved, therefore DPM doesn't shut down the host. We want the VM to start and stop with the host. Therefore we configured the VM to start and stop with the host.
Is there any way to specify that this VM should not be migrated but powered off, when DPM want's to shut down the host/

I have exactly the same question, we use Trend Micro Deep Security on our View environment and can't put hosts in standby mode because there is a Deep Security Virtual Appliance pinned to each host that does not automatically shut down.
This is a real shame because therefore we cannot enable DPM, resulting in lots of physical servers running that could really be turned off. It would be nice if there was an option to shut down VM's that cannot be evacuated.

Did you ever find an alternative way of getting the DPM functionality to work with the DSVA's?
We are running the latest available release, Deep Security 9.0 SP1 Patch 3, and this still doesnt support/integrate with DPM.
I have logged a support call with Trend Micro to discuss this with them, they have simply confirmed DPM doesnt work with the DSVA's.
They have agreed to let me submit a feature request for the DPM functionality. I dont hold much hope though.

DPM should work with VM-Host affinity if the rules aren't mandatory (i.e. "must run") so if you will change your affinity to preferential ("should run") DPM should work as expected.

At the moment, if you have VM-Host must affinity rule, DPM will not violate that rule. Hence you need to configure VM-HOst "should" affinity rule which is soft rule. In this case DPM puts host into standby mode and will migrate the VM to other available host.
as per me , there is no way to power off the VM automatically when DPM wants to put host in standby mode. Still let me check if we have any workaround.
