I'm not seeing the Consolidation Button in the 2.5 Client. I saw in my client a few days ago. Is this a pluggin?

No, it's not a plugin... Try restarting the client or if it will not work - reinstall it.
Check also that the "VMware Capacity Planner Service" is running.
