Cloning template to VM - failed to write to C:\ProgramData\VMware\VMware VirtualCenter\journal\...

I'm troubleshooting an issue with vCenter 4.0 running on Windows Server 2008 (Standard).

When attempting to clone a VM from a template, I immediately get this error: "A general system error occurred. Failed to write to C:\ProgramData\VMware\VMware VirtualCenter\journal\..." (replace ... with a sequence number)

vCenter services are running under the LocalSystem account. SYSTEM has full control permissions to the C:\ProgramData\VMware\VMware VirtualCenter\journal subdirectory on the vCenter box.

Also googled the error message but didn't find anyone else having this problem.

Is this a permanent error or rebooting Win2003 solves the issue?

I'm having similar issues with a new vCenter install. Same journal failure when attempting to create a vm on new ESX 4.0 u1 host. Rebooting vCenter server corrects the error. vCenter is installed on a physical windows 2008 server.
