Can I set rules to let the failed Vm be rebooted on the specific esx host?

Yeah, it's probably a typo in there doc, I'm sure everyone would love to see 2.1 soon

With HA, no you cannot, it uses a built-in algorithm to determine this..

Order of VM restart

Restart only powered on VMs that are HA-enabled. VMs with higher priority will get started first.

Which Host?

Host Failover Sequence Algorithm of HA

•In VC2 , goes alphabetically through host list, picks the first host that has enough capacity to accommodate a VM.

•In VC2.1, picks the host with the most unreserved capacity.
