Boot from SAN Hosts / Disaster Recovery Scenario Question

Given a 10 host cluster with 100 VM's, all of the hosts are boot from SAN. Our Virtual Center is boot from SAN. We are doing a Disaster Recovery test and recovering ONLY THREE of the 10 ESX hosts in the recovery site (along with the boot from SAN Virtual Center).

We want the end result of the recovery to yield Virtual Center running (which we have proven successful), the blades connected to virtual center (which also is successful), but the VM's from the ENTIRE CLUSTER registered, but powered off. Our testing shows the VM's to be in a funky state--some disconnected, some powered on, some powered off. I assume this is because of HA.

Any suggestions on how to perform this test--having 10 blades in the original cluster, then only 3 blades in the recovery site with all VM's registered to those 3 blades and powered off?
