A realy "helpful" error from client connected VC as well as ESXi itself:
An unexpected error was received from the ESX host while powering on VM vm-38
Or if I try to start it from console with vim-cmd vmsvc/power.on 82
I get just a single message Power on VM failed
No matter what, this VM will not start unless...
/sbin.services.sh restart
Clears the problem instantly, but surely that is not a solution?

I can not find any more info about the errror in any logs on ESXi itself
