6.0 vcsa -> 6.7

So instead of doing an upgrade we want to do a fresh install of 6.7 and I am hoping to just migrate things like Roles, Permissions, Folder Structure. Is there an easy way to do this?

No, there's not. You would be looking at either a manual or heavily scripted approach.

Nope. And a quick note, "When you upgrade vSphere, you must perform all procedures in sequence to avoid possible data loss and to minimize downtime".

You can however export the config of your vDSwitch and import this into your new VCSA to speed up network deployment. The export will include port-groups. Once you have imported the vDSwitch you can migrate your hosts into your new VSCA which will bring across any host configuration and any storage with it . So that's network and storage all good. However as other have mention folders will need to be re-created again along with roles and permissions. Good luck!
