This is really a re-post of https://communities.vmware.com/thread/429434 as it has not been answered but was submitted quite some time ago.
The issue is that forms submitted with enctype="multipart/form-data" open in a new page instead of within the configuration console window like every other form submission that does not use that encoding type. The file does upload properly to the intended target so this is really only a display issue.
I'm hoping someone has a viable solution or work-around that doesn't involve manual ship of file to the vco server which is messy at best.
