HQ front-end is implemented using Struts, and Struts provides a way
to easily localize by creating the appropriate
ApplicationResources.properties bundles. You just have to create a
localized resources file and drop it into the application alongside
ApplicationResources.properties file. You should be able to find
information online regarding the creation of the localized file.
However, this does not cover all of the UI, as some strings are
generated in the code, and there are graphical UI elements that use
English text. However, that should still cover about 90% of the UI.
