I would like to create an Alert based on the up or down status of a specific service on a specific server. When I goto the Alerts tab and create a new one I do not see an option for anything other than generic metrics such as CPU, Free Memory, etc. Then under Inventory there's no selections other than Version, Contact Name(?), Location, etc... nothing helpful anyway.

It sounds like you are trying to set an alert but you are trying to set it at the platform level. You have to click down until you get to the server->service metric viewer page of what you want to monitor and then click on the alert tab.
Once you get in there, you should be able to set an alert on Availability.
