Plugin Behavior

I am currently running server version 3.0.5 with a remote machine running a 3.0.4 agent. I have created a plug-in that contains a list of Platform Services and am seeing unexpected behavior during deployment.

1.) I deploy the plug-in to the appropriate folders on both the server and the agent.
2.) I recycle the agent service on the remote box.
3.) I attempt to add a new platform service on the remote machine and get and error indicating that it does not recognize the service name.
4.) I recycle the Server service and attempt the same action and it works.

Questions:
1.) Do I need to deploy plug-ins to both the Server and the agent machine or just the server?
2.) Which service really needs to be recycled, Server or agent or both?

Any additional deployment tips..

1. Plugins need to deployed to both server and agent.
2. Agent and server should both be recycled.

as an added note. you can create a folder called hq-plugins in the servers parent directory. Restart the server once, the server will actually scan its parent directory for this folder. Once thats done you can hot-deploy plugins into that folder. So you can use them without restarting the server and have them persist across server upgrades.
