Is this under HQ 3.2.x EE? If so, our 3.2 license engine counts a platform by CPU. Every 2 CPUs is a platform. So a 4-way box would consume 2 platform licenses. Additionally every Network Device is considered 1 platform.
Under HQ 4.x EE we changed this model to better match the reality of this world. A platform is counted as any logical host (physical or virtual) regardless of CPU count. Every Network Device still counts as 1 platform.
