I see this doc for upgrade 3.2 agents with a BLUE * --whay does that mean

Usually a RED/ORANGE * means only Enterprise version.. What does the Blue * mean ?
Can I do this below with the open source version ??

* Push plugins to the agent
* Query the agent for its version
* Ping the agent
* Restart the Agent
