This command installs the Windows Service. To actually start the service, you need to use the Windows Service Management interface in the Administrative Properties section of Windows (or you can reboot). Look for a service named "Hyperic HQ Server" and start that. That will automatically start the "Hyperic HQ Database" service if it is not running.
If the service does not exist, please post the error message you get when you run the hq-server.exe -i command.
