Since you are sure that installation is complete you can probably have a look at Chargeback
log(s) located at INSTALL_DIR\apache-tomcat-6.0.18\logs\vCenterCB.log. Also ensure that the
port number that you gave during installation matches with port number that you use in the
Chargeback application URL.

1. <INSTALL_FOLDER>\VMware_vCenter_Chargeback_InstallLog.xml
2. <INSTALL_FOLDER>\apache-tomcat-6.0.18\webapps\vCenter-CB\WEB-INF\classes\version.properties
3. <INSTALL_FOLDER>\Uninstall_VMware vCenter Chargeback\installvariables.properties
Please verify that your SQL 2008 server is running properly. You can try hitting following URL in your browser:
https://<YOUR_MACHINE_IP>/cbmui --> this is the default Chargeback URL. This URL mostly should work.
(If that doesn't work, please try: https://<YOUR_MACHINE_IP>:<HTTPS_PORT>/cbmui --> If you have changed the default HTTPS_PORT from default "443" to something else during installation.)

Please try the URL: http://<MACHINE_IP>:8080/cbmui
With this, you should be able to connect to CB server.
From the log files, it looks like load balancer is not running on the machine. This is a known issue and we are resolving it. (To verify the issue, you can check that "VMware vCenter Chargeback Load Balancer" is not present as a service in Service Control panel. )

i found a shell script in /opt/vmware/cbm/scripts/
first-boot.sh can let me to reset a parameter.
