Yes, this is exactly what they did. They asked me for my credit card info to pay for a claimed rejected transaction from January 2010, and I wont be able to track what went wrong with that.
I replied with my below concerns, and no one responded since a week now.

Now there is no means for me to know where the issue occurred as all my bank accounts are now different, was it the training centre issue or the bank and I don't even remember if I paid this for the centre in cash or used my Visa!
And also banks only keep maximum one year backlog of transactions.
Second, I've already taken about five other exams after this one and I wasn't even notified when this issue occurred, my account got blocked and this almost resulted in loosing my certificate if VMware hasn't extended the exam deadline.
Third, you are asking me to pay for 110 GBP which will be with the current exchange rate, 4 years ago 1GBP was equal to 8.8 EGP but now its much higher, so I'm paying for your mistake of not notifying me of this issue as it happened.
110 GBP* 8.8 = 968 EGP
110 GBP*11.2= 1232 EGP
Fourth, am I supposed to send my credit card details to the whole mailing list and hope it doesn't get misused ?!
I need a specific person's email to be able to send this info and VUE will be held legally responsible for any misuse that occurs from your side.
I requested this issue to be escalated to higher management which was declined by the customer service and here I am requesting an escalation again. As the slow speed in handling the situation was inconvenient and almost costed me my certificate and now this info is seriously surprising and I have no means of tracking this historical issue.
I hope handling this issue is compliant with the US regulations as the next step will be taking this issue to court to investigate any violation.
