In your Horizon desktop pool settings can you confirm 'Allow user to initiate separate sessions from different client devices' is set to 'No'. If this is set to 'Yes' then any additional connections from the same user will result in new available VMs being assigned. If this is set to 'No' then the user will be be connected to their existing session and the original client will be disconnected.
