If persistent (dedicated) desktops, in addition to the entitlement, did you Assign the user to the specific desktop?
If non-persistent (floating), in addition to the entitlement, are there enough desktops in the pool for the user to get a new desktop?
When you login from a PC/Mac client or Web Browser (not only Thin Client), do you see the pool?
