The GNS3 VMs are built for Intel compatible PCs. They will not run on on an M1/M2 Macs - these Macs have CPUs that are not Intel compatible and Fusion does not emulate an Intel cpu (and neither does Parallels).
I would expect the error message you are seeing if you try to power on those VMs on a M1/M2 Mac.
Bottom line is a M1/M2 Mac is not the right machine if you want to run GNS3 in a VM. You need a PC or Intel Mac.
