VMWare Fusion 13 Universal installer won't work on Macbook M1

I've downloaded the universal installer for VMWare Fusion 13 for Mac.  After Installing it shows a black screen with a play icon

Clicking on the play icon gives

Does VMWare Fusion 13 not run on Macbook M1, even though the installer says it does?
