PC Health check will always fail on a VM running on M1 Macs, because the Apple Silicon CPU is not on Microsoft blessed chipset list that PC Health Check consults.

That does not mean that Windows for ARM will not run on M1 Macs. The signup for the Windows Insider program from a running VM is pretty much the only place where it matters. 

There's no problem with running Windows 11 ARM on Fusion 13, whether you install it from an ISO from any of the Windows channels (Retail, Insider Preview, Beta, or Dev), or from the Insider Preview VHDX file.

To be honest, if you're installing from an ISO, you're probably building it from uupdump.net because Microsoft doesn't distribute Windows 11 for ARM publicly. There's almost no good reason to choose anything other than the "Latest Public Release" build. (which is the officially released version in the Retail channel). It will get updates from Microsoft on "patch Tuesday" just like your PC versions of Windows.
